YES!! Providing you position the new double correctly! It's just a double click with the left lever to move to the outer ring on your C/Set; and with there being no third inner ring! You may need to adjust the stop screw on your front changer; but, that's a simple adjustment.
As above.. the answer is yes but I'm not sure why you would want to.

Never use the bottom chainring and so it is just added weight
So why not just remove the granny ring and set the stops on the front mech to stop changing down to it?
This is quite a standard thing for MTBer's to do, they often replace the big ring with a bash guard.
